වර්ෂ 1899 දී මුදළිදු ඩි.සී.ජී.ආටිගල මැතිතුමාගේ ධන පරිත්‍යාගයෙන් ගොඩ නගා තිබු පැරණි පුස්තකාල ගොඩනැගිල්ල වර්ෂ 1931 මාර්තු මස 31 වන දින කුරුණෑගල පළාත් ආණ්ඩු සභාවට භාර දෙන ලදුව, කුරුණෑගලට පැමිණි ගම්මුලාදෑනිවරුන්ට නවාතැන් ගැනීම සඳහා මෙය “ගම්පති චාරිකා නිවාසය” ලෙස භාවිතා වුණි.

කුරුණෑගල නගරයට පුස්තකාලයක අවශ්‍යතාවය අවබෝධ කරගත් එවකට පාර්ලිමේන්තු මන්ත්‍රී සහ නගරාධිපතිව සිටි ඩී.බී. වෙලගෙදර මැතිතුමා මෙම මහජන පුස්තකාලය 1963 නොවැම්බර් මස 27 වන දින හිටපු අග්‍රාමාත්‍ය මහාමාන්‍ය ශ්‍රීමත් ජෝන් කොතලාවල මැතිතුමා අතින් විවෘත කරවන ලදී. එදා පටන් සිය සේවාවන් සෑම අතින් ව්‍යාප්ත කරමින් ප්‍රගතිය කරා පා නැගූ මෙම පුස්තකාලය පාඨක සංඛ්‍යාව වැඩිවීමත් සමඟම පොත් හා අනිකුත් පහසුකම් සඳහා වූ ඉල්ලුම් ද වැඩි විය. මේ නිසා 1986 නොවැම්බර් මස 02 දින බැහැර දෙන අංශය, විමර්ශන අංශය, ළමා අංශය, වාරසඟරා අංශය, අධ්‍යන අංශය, කියවීම් අංශය, ශ්‍රවණාගාරය, පුවත්පත් අංශයන්ගෙන් සමන්විත අංග සම්පුර්ණ පුස්තකාල ගොඩනැගිල්ලක් ඉදිවිය.

වර්තමානයේ පුස්තකාල සාමාජිකත්වය 24000 ඉක්මවා ඇති අතර පුස්තකාල පොත් එකතුව 67000 ඉක්මවා වර්ධනය වී ඇත. මෙහි සංරක්‍ෂණ අංශයක්, ශ්‍රව්‍ය දෘශ්‍ය අංශයක් හා දෘශ්‍යාබාධිත අංශයක් වෙන් වෙන් වශයෙන් ස්ථාපිත කොට තිබේ, ජංගම පුස්තකාල සේවාව පාසැල්, ළමා නිවාස, පෙර පාසැල්, වැඩිහිටි සමිති, ප්‍රජා ශාලා ආදියෙහි ව්‍යාප්ත කොට තිබේ. තවත් ව්‍යාප්ති සේවා ලෙස පාඨක අවශ්‍යතාවයන් වැඩි දියුණු කරන්නා සේම සාහිත්‍ය, සංස්කෘතිකමය වටිනාකමින් යුක්ත වැඩසටහන්, විවිධ තරඟ, සම්මන්ත්‍රණ, දේශන, වැඩමුළු ආදියද සංවිධානය කෙරේ.

2017 වර්ෂයේ, ශ්‍රී ලංකා තොරතුරු හා සන්නිවේදන තාක්ෂණ නියෝජිතායතනය (ICTA) හා ශ්‍රී ලංකා ජාතික පුස්තකාල හා ප්‍රලේඛන සේවා මණ්ඩලය හා එක්ව “ඩිජිටල් පුස්තකාල ව්‍යාපෘතිය” හරහා යාවත්කාලීන සංස්කරණ මුහුණුවරකින් යුත් පූර්ණ පුස්තකාල ස්වයංක්‍රීය පද්ධතියක් ද නවීන අංගෝපාංගයන් හා සේවාවන්ගෙන් සපිරි නව තාක්ෂණික අත්දැකිමක් සඳහා දොරටු විවර කර ඇත.

The old library building was built in 1899 with the contribution of donations of Mr. D.C.G. Atigala and later, on 31^st March 1931 it was taken under the Provincial Governing Council as a “Gampathi Charika Niwasaya”, a residence for village counselors coming to Kurunegala city.

Mr. D. B. Welagedara, former Mayor and Minister of Parliament, identified the need for a library in the Kurunegala city and established the new Public Library, which was opened to the public by the former Prime Minister, General Sir John Kotelawala on 27^th November 1963. From that day on wards, the library has enhanced its’ services gaining more readers as well as books. Therefore, the new library building consisting of a lending section, reference section, children’s section, periodical section, newspaper section and study section, as well as a reading room, and an auditorium was established on 02^nd November 1986.

Currently the library holds are more than 24,000 members and more than 67,000 books. It also has separate units for conservation, audio visual and visual impairment. Furthermore, a mobile library is operative for the schools, children’s homes, nurseries, elder’s associations and communities. The library offers cultural programmes, various competitions, lectures and workshops as its extended services.

In 2017, the Digital Libraries Project was implemented at this public library by Information Communication Technology Agency of Sri Lanka (ICTA) in collaboration with National Library and Documentation Services Board by providing an advanced and updated library automation system and introduced modern infrastructure which is in demand to improve the quality and efficiency of the library system in the country.
